B25 front brake.

my B25 front brake is poor, compared to the effective brake on my C15 SS.
The rupert ratio book shows diagram with the shoes in trailing position. the wrong way round.
I tried changing them around, but then the adjustment did not have enough range to allow free turning.
Whats wrong?
