Torque arm B31

When I bought my B31 rigid the torque arm twixt the rear brake hub and frame was on the inside of the frame tube and the chain had been rubbing on the arm, looking at photos from other bikes it seems the arm was fitted on either side - which would be the correct side?

The torque arm on my rigid ZB32, which uses the same frame, is on the inside of the frame tube and as far as I know is correct. I think it would be very difficult to fit on the outside of the frame tube although it does sit very close to the chain.
