Rocker box oiling

I have now taken the rocker box off and have a couple of questions about the oil feed up here.

First there appear to be 2 holes that are either blanked off or go  nowhere (the 2 dots by the ends of the rocker mounts) The oil feed comes in at the end and goes to the other side of these and then presumably down the rocker shaft via drillings. There is no corresponding holes in the cylinder head so I presume these are meant to be blanked and were maybe the original drillings for the other side of the shaft.

Secondly the ball on the end of the rocker shaft has a hole in it and there seems to be a hole in the shaft itself leading to it but when I put an airline to the ball nothing comes out anywhere. I presume this is supposed to be clear and maybe yet another place where the excessive amount of silicone I have found has migrated to.
