rear mudguard spacers C15/B40

Does anyone know which side of the oil tank forked bracket the spacer goes?  For some reason, after painting, I'm having a struggle getting the tinware to line up...

When I rebuilt my C15 I found i had to engage the thread on the top uppermost oil tank bolt first,
Then worry about the forked bracket's alignment and then once the rear mudguard was in place , spacers as necessary.
All my parts books are not obvious as to correct assembly order

I can see Spacers on the tool box side , but none on the oil tank fitment
