kick quadrant teeth removal

finally pulled the cover off to look at why the kick start is slipping the first part and the lever hangs down.
is it possible the grinding down of the teeth has been done too much.?

There have been reams posted about on the internet ( don't ask ) but imho I would say yes they are !
