I've had my 72 oif shot blasted and have thoroughly  flushed the tank ,jet washed it ,flushed it again but I'm still worried that some blasting medium maybe lurking in the tank. I'm fitting a remote spin on filter to the return line as recommended. Is it okay initially to pipe it up to the feed from the tank to catch any harmful bits and then later on replumb it to the return ? Also do I need to rearrange the rocker feed so it tees off after the filter to avoid over  oiling the top end? Apparently  the additional  back pressure from the filter can cause this. Another suggestion I've had is to fit a filter in the tank to replace the mesh one but would this require cutting the scavenge pipe and sealing the original outlet at the bottom?

Don't fit a Remote cartridge filter in the feed line, the pump Will not be able to pull the oil through it.

I'd suggest soapy water and a loo brush on a stick to clean out the frame tube although it will get difficult when you get to the top tube. As your probably aware already the best thing would have been to make bungs to fill all the holes before you had it blasted although a decent painter should have done this.

You can modify the frame to accept the T140 type Charlie's filter, because the filter is under the weight of the oil (and not fed by a 3/8 hose) the oil will pass through as though the filter isn't there. It'll also keep the bike looking neat in appearance.

I sealed up all the holes before sending it to paint but it still came back with evidence  of contamination. I washed it out with detergent and hot water then used a jet wash hose and poked it in in up inside.  This removed some debris and I was happy with the result however recently someone has said that microscopic shards of blasting medium can lodge themselves only to float free when it heats up. I already bought and mounted a spin on filter and it was suggested that the charlie type could be used in addition giving filtration before and after the engine. Is this too much filtration ?

You can't have too much filtration as long as it's done properly. I would t worry about over feeding the rockers either, as long as you have that split pin in the cylinder head it restricts the flow enough to do its job, the oil flow will take the easiest path. When I finally get round to fitting mine I will most likely just use the Charlie filter inside the frame

I had the same with my OIF T140, bits of media stuck at the top of the tube in gunk and inaccessible.

I purloined my wife's garden pressure sprayer which has a long lance on it, filled it with white spirit and managed to get it up far enough to get nearly all of it out (although a strong detergent solution would probably have been kinder to it!).

I then fitted a paper filter in place of the gauze for running in and that caught quite a few more particles. Once I had run in and was happy that all the media had been flushed I switched back to a gauze again - although finer than the original. This was just because it was winter and I found the rate of oil flow through the paper cartridge a bit slow and was concerned about the possibility of oil starvation when cold.
