64 rear brake dragging

My "new" '64 A65 Rocket continues to surprise me.  The rear brake is dragging through 90 degrees of wheel rotation without the brake applied.  With the brake adjustment backed all the way off, no drag.

The previous owner installed new non-riveted linings that have no ramp up area and are only 1" wide.  I thought the rears linings were supposed to be 1 1/8" wide.

Any ideas?  Thanks in advance.

Could be poor quality shoes/linings given the wrong width.

Photo shoes an A65 full width type rod operated rear brake.

these are the floating shoe type Julian.

JulianS

Yes they are the floating type, used on the 1962-65 A50 A65 with full width hubs plus the 1962 and 1963 season Super Rockets.

More of the same brake below.

thankyou for the clarification, I didn't think they went to floating type until 71' as the qd models weren't like that.

Thanks for everyone's input.  It appears the wrong brake linings are installed.  One of the things I noticed about my '64 Rocket is the valanced fenders.  I had to raise the bike using 1.5" of wood under the center stand, and I still had a struggle getting the wheel out.  I'm not looking for to fixing a flat on the side of the road.

I think I found the problem.  When re-assembling the brake and wheel, there was a 5/8 inch space between the frame end of the torque ink and the frame attach point.  When I tightened the bolt, the 90 degree drag problem re-surfaced.  I put a washer stack in the gap and tightened the bolt and no binding.  The parts '64 parts book shows nothing there, yet the '66 parts book does.
