1946 B31 frame straitening

Starting rebuild on B31 and noticed frame has issues...  only about 1/4 inch out but my question is should I apply heat.  I'll jig it up but is the tubing tempered and might lose strength due to heat?  I assume joints are brazed. Thanks for your time
