A10 Rear wheel spindle

I have a 1958 Super Rocket with a full width rear hub. On removing spindle it has a washer/collor sitting into the swing arm on the right. Is this the correct wheel and spindle? Should not the spindle diameter be the same as the swing arm slot.

The long spindle should be about 0.79 inch diameter, swinging arm slot about 0.8 inches.

Chain side measurements slightly less.
