C25 - B25 steering head cups - replacement

Hi all,
when fitting new steering head cups should they end up flush with the frame? I have fitted both top and bottom and both end up being about 1mm proud of the frame and refuse to move with gentle persuasion. Have after-market cups been manufactured correctly? What are the likely issues if I can't press them any further into the frame?

I think they have to be designed like that otherwise the bearing cover/cap at the top, in particular, will bind against the top of the steering column.
