BSA b31 spacer?

Hello I have a problem with my 1958 bsa b31 it has a lot of side to side play, it looks as if it should have a spacer next to the brake plate, can anyone confirm this as I have seen photos with and without a spacer? I have attached a photo of one which I believe is the same wheel and forks with the spacer. Thanks
