1967 B40 WD Head Races

Hello all,
I'm replacing steering head races cups and cones. The new parts are thicker than the old parts when assembled. I'm wondering if I have ordered the wrong bits.
I ordered 2 cups 66-4149, top cone 40-5143/97-2647, and bottom cone 40-5144. I'm using 1/4" balls.
When fitted there is a gap of approx 4mm between top yoke and headlamp shrouds.
I measured the assembled parts: bottom was 14mm thick - new 17mm thick, top was 14mm, new 15mm thick.
The diameters are correct.
The only part that is identical in dimensions to the old is the top cone.
Can anyone confirm those part numbers.

I've just seen an old post "B40 steering head bearings 1965" where JulianS states the part numbers for the 1967 WD.
I seem to have the correct part numbers - but the new parts have not been made to the original specifications.

I shall assemble it with these new parts and pack the gap with rubber. It feels like a bodge.
I'll let the shop know.
