Mudguard stays

I have just had a PM for dimension of rear mudguard stays.  I have measured the diagonal distance as 18 1/2" between the bolts and horizontal distance at 18" but it is not easy when the stay is on the bike.

Does anyone have a loose stay for a better measurement?

Hello, the stay question relates to a 1961 Shooting Star.  i bought arrow head stays via eBay from MCA Aston.  They don't fit the mudguard I've acquired (too short) hence the question about correct length.

Also, should the dual seat touch the mudguard at the back end, or have an inch or so of clearance?
