Oil coming out of that hole is a sign that the engine has "wet sumped" and that oil has built up inside the engine above the level of that hole - so it seeps out through it. The correct function of that hole is to allow any build up of oil under the outer cover (mostly blown out through the Camshaft breather) to drain back into the engine when the normal working level of oil inside the engine is much lower.

OK
Just crack off the sump plate and drain oil in the sump.
Recycle it back to the oil tank
Now start it and look into oil tank and observe oil returning after a little while.
No need to fiddle with ball valves

Regular use will prevent reoccurrence
