Bantam D14/4 carburettor

In the workshop manual it says that the throttle needle should be in position 3. Does this mean the top notch or the bottom notch?. I am fitting new slide, needle jet & needle so it should be as per the manual. Any help appreciated.

Needle slot positions are counted from the top of the needle.

The needle on my B175 carb has only got 3 slots- and it runs best on the bottom one....
