Amal Monobloc

I am rebuilding a 1962 C15S with an Amal Monobloc carb.  Unlike many photos I have seen, and unlike the breakdown diagram in Ruperts, there are two cables going into the top of the carb.  One is obviously the throttle.  The other, operated by what I will ignorantly describe as a choke lever, operates a block dovetailed into the jet block and covered by the throttle slide.  This part does not have a number, and it is not shown in any of the parts diagrams I have seen of the Monobloc carb. When I pull on what I am calling the "choke" lever it is pushed down into the incoming airflow. What is its purpose?  How is it supposed to work?  Thanks.

This is the choke slide which is shown in the AMAL parts diagram.
It is used to aid starting.
It blocks or rather upsets the air flow when used.
Normally, you push the lever away to slacken the cable , thereby lowering this slide.
A PO may have changed levers causing you to reverse the action.

It is the choke slide and is shown on Burlen's website in the Monobloc parts.
