C15 1966 front wheel hub nearside

Should there be some form of cover over the hub centre where the axle protrudes? It seems unfinished as it is - and there seems to be marks on the hub cover as though something was there?

Also - how is the hub cover removed?

Looks the same as my B40. Also parts book doesn't show any small hub cover.
Large hub cover is a tight fit to hub large diameter and has three tabs that are bent to retain it.
