12.6 should be plenty, mine will run on less than that.

Are plugs wet? Mine needs plenty of fuel to start but is single carb.

Sometimes when you are looking for a problem it needs somebody else to have a look, is nobody local to you on forum, i am in Glasgow so doubt if i am close!   :-[

sorry....continued... so when the selector is in position the pawls are not in the ratchet slots

do they not engage when shaft is turned by gear lever?

i have never worked on that type before so excuse my ignorance when i ask this, what happens when you put gear lever in place and try and select a gear?

If you remove kickstart, and gear lever you can then remove outer casing that will give you access to kickstart quadrant and spring etc, relatively simple no need to split engine or gearbox!  ;)
